We’re thrilled to welcome Jocelyn Yow to Woodcraft Rangers as Executive Director of our newly established Inland Empire office. Jocelyn’s appointment marks our expansion into the Inland Empire, bringing our youth development model, spanning STEM, arts, physical wellness, literacy support, and social-emotional learning, to communities across the region. 

Jocelyn brings deep regional roots and more than a decade of experience in civic leadership, youth advocacy, and public service. She moved to the Inland Empire in 2011 and was elected to the Eastvale City Council in 2018, where she currently serves as Mayor. She also serves on the boards of the Riverside Transit Agency and the Western Riverside County Regional Conservation Authority. 

A graduate of Norco College, Jocelyn now serves as an adjunct faculty. She went on to earn a bachelor’s degree from UC Berkeley and a master’s degree from Harvard Extension School. 

Her career has long centered on young people and civic participation. In 2025, she founded Civic Rising to expand students’ access to civics education across the Inland Empire. Before that, she spent seven years with IGNITE, overseeing legislative priorities and programming for young women in middle schools, high schools, and colleges and universities. Earlier in her career, she served on the staff of Speaker Emerita Nancy Pelosi in the U.S. House of Representatives, Congressman Gil Cisneros, and the California State Senate.

Our Inland Empire office follows our existing satellite office in West Covina, reflecting our continued commitment to expanding access to quality youth programming across Southern California.
